The existing filter bed process at Neiley works was at risk of failing its consent due to overloading and operational issues with sludge treatment.

In addition, as a result of the Freshwater Fisheries Directive, a much lower ammonia standard was imposed.

Grontmij, in partnership with Morgan Est, were the successful bidders for a design and build contract to provide a new activated sludge plant and sludge dewatering facilities. The flow to full treatment for the site is 232 l/s, serving a population equivalent of 51,000.

The project began with a design development phase during which the tender design was subject to a value engineering process and developed to a core solution acceptable to all stakeholders. During this period the structural design of the main process units, four aeration lanes, was altered to incorporate the use of steel props to the main walls, resulting in a much leaner wall thickness.
